Seasons Greetings to all of you amazing preparedness and survival-conscious people in our community who have diligently hung in, using your common sense and knowledge of COVID transmission to stay safe. I hope you are all well and continuing to modify your activities and adapt your behaviors to limit your contacts and reduce your risk during this pandemic.
Coastside CERT has adapted and made great strides in improving the self-resilience of the Coastal neighborhood under difficult conditions. I am so grateful to all of you for contributing and putting Coastside CERT on the map when it comes to community programs.
The last newsletter came out in late September just after the intrepid COVID-41 Day 3 Training and Graduation - the first time most of us had seen each other since March. We have achieved several major milestones since then, with so many people to thank for all this success:

- First Hybrid CERT In-Person Training Day for?45 Graduates?11/7/2020
- First 52 LISTOS Spanish-speaking graduates thanks to ALAS
- CERT COVID testing teams continue to serve?from June to December...and beyond!

But first, before we get deep into our own celebrations let¡¯s keep an eye on what is still going on for our neighbors in Branch 3 (South Coast CERT) Pescadero, La Honda, Loma Mar, Butano Canyon and Branch 4 (South Skyline CERT), who suffered substantial fire damage and must now prepare for additional collateral damage as rain arrives. CERT Branch 3 and 4 and County OES will need help prior to the onset of big winter storms impacting the CZU Lightning Fire Burn Scar. On December 16th at 7pm, Branch 1 & 2 (Coastside CERT) Branch 3 (South Coast CERT) and Branch 4 (South Skyline CERT) are invited to attend a webinar training on Mudslide & Debris Flow hosted by the San Mateo County Office of Emergency Services (OES) & NOAA. This will be presented in a Zoom Webinar format.

San Mateo County needs our help before severe winter storms impact the CZU Lightning Fire Burn Scar area. To ensure we are prepared for this coming winter season and best able to respond to an activation in the CZU Lightning Fire Burn Scar area, we request that everyone review the CERT annexes in #2 below and be prepared to discuss them on the evening of December 16th.

1. Brian Garcia, NOAA Warning Coordination Meteorologist (WCM) with the National Weather Service, will be presenting weather predictions and an explanation of events that might trigger land movement and flooding.

2. Review CERT Annexes sections covering floods, landslides & thunderstorms.

3. Mike McKeon, District Coordinator, San Mateo County Office of Emergency Services, will present how volunteers can assist with efforts to assist in advance of potential catastrophic mudslides in the scar of the CZU Fire in the following areas:?

10/10 Great Coastside ShakeOut
?
We leveled up our multi-agency, area-wide earthquake drills on a bigger scale with better equipment thanks to the grant. Jenny Goshorn, Jim Williams, Jeffrey Goshorn and the good people of Frenchman¡¯s Creek got us started back in July with walkie-talkie and radio communications drills connecting residences to central neighborhood command posts via walkie talkie radios, then neighborhood Ham operators elevated the highest priority messages to the Department Operating Center (DOC) at Coastside Fire Station 40 where the Incident Commander responded. His response was relayed back to the neighborhoods. This was proof of concept that every resident can get critical emergency information to first responders - and receive a response - even when telecommunications are down on the Coastside. ? ??
This idea caught fire (ahem) then grew exponentially when it ran into the concept of a Coastside earthquake drill during COVID. Jenny and Jeff worked tirelessly to help other neighborhoods with all manner of organizing materials and support. Jim Williams recorded an awesome receiving hundreds of views. Many neighborhoods accepted the challenge to participate, holding practices prior to 10/10/20. The Half Moon Bay Review helped spread the word about the upcoming area-wide exercise with an by August Howell.
Led by Chris Dant, Brian Hunt, Jim Willliams, and Jeff Goshorn, the Half Moon Bay Amateur Radio Club/ARES sprang into action, organizing neighborhood Hams up and down the coast and creating a two-channel DOC Ham radio array capable of receiving a high volume of messages from the length of the greater Coastside.?
On Saturday, 10/10 at 10:00 AM, the first Great Coastside ShakeOut (in support of the 10/15 Great Coastside ShakeOut) took place with 629.5 Coastside residents participating from 18 neighborhoods and Coastside agencies stretching from Montara to Pescadero plus the HMB Airport-based Disaster Airlift Response Team (DART). Participants began by joining my Zoom at 10:00 AM, where the drill was explained. At 10:10 the 'earthquake' began and residents ducked, covered, and held on in their homes. They wrote the number of people in their homes who participated on a homemade sign and posted it on their cars or trash cans where it was visible from the street. Block captains donned CERT vests and headed out with their walkie talkies to count the number of participants and report the results via radio to a central walkie talkie net operator in their neighborhood, who passed the count to their designated Ham radio operator.
The neighborhood Ham radio operators relayed their participation totals to the area-wide Ham operators stationed at the DOC stood up at Coastside Fire Station 40, using a new grant-funded dual-band Ham radio capable of concurrently sending and receiving across the breadth of our challenging topography from the Tom Lantos tunnel to La Honda/Pescadero. The DOC Hams kept the totals and shared the information with the Incident Commander, who sent messages via the Ham operators to be relayed back to the neighborhood Hams, who shared with neighborhood walkie talkie net control who broadcast the results to each resident with a walkie talkie radio tuned to their neighborhood channel. This is the practice model for how an individual resident can communicate critical local conditions or a call for help to first responders and receive an answer back even when all telecommunication and conventional utilities are down in an emergency situation. Participants rejoined the Chief's zoom at 11:30 AM for a hotwash about the results of the drill. The exercise ended at noon. Community-wide, COVID safe.?

First Hybrid CERT In-Person Training Day and Graduation for 45 New CERTs
Hybrid CERT is the new way CERTs are able to receive basic training during COVID. It turned out so successfully we might just continue training this way after the pandemic has passed. It feels good to say that on the first day vaccines are being distributed in the U.S.! Our first Hybrid CERT In-Person Training Day on Saturday, November 7, at Coastside Fire Station 40 was a great day on all fronts. CAL FIRE Coastside firefighters (between calls) and 29 CERT assistants graduated 45 new CERTS who had finished the online portion of the new Hybrid program. These new Fall CERT 2020 members are a strong class, tackling six skills stations after a one-hour orientation, then returning after lunch to form teams and go through a five part disaster simulation. They managed to cover the 70 items of the Hybrid CERT Training Program checklist in 7 hours. Impressive!
BTW - If you are interested in emergency preparedness training at the next Hybrid CERT In-Person Training Day please go to and signup on the home page. We currently have 22 more students who are working on or have completed the online portion of the course. Room for plenty more! It¡¯s a great refresher if your own emergency preparedness training has gotten a little rusty.

Enthusiastic thanks to the 29 CERTs who volunteered for the Training Day team, serving with distinction in every aspect of command, planning, logistics, operations, instruction, and administration on the day. A very special shout-out to Joyce Logan, who serves as Dean of Students, successfully shepherding 48 CERT candidates through the occasionally challenging online platform. Joyce also made much of the event actually happen while we focused on innovating basic training course content in this new hybrid format. Supie Davis shined on signage and ID tag creation. And while the rest of us were busy training and graduating new CERTS, Cindy Watson and Michele Duke ushered 43 willing and wonderful Coastside CERTs through background checks to help us meet our grant requirements - which we exceeded. Bravisima! Safety Officer Jenny Goshorn and her highly motivated No COVID crew were awesome, ensuring no one was exposed to COVID-19 throughout the whole event.

Six adjacent CERT programs sent their Program Managers and Coordinators as observers - Central County, San Mateo Consolidated, Menlo Park, King's Mountain, South Skyline, and South Coast CERT. These neighboring CERT programs have launched their own online Hybrid Training programs but not yet held in-person training days & graduations. We were honored to have them attend our first Hybrid CERT Training Day and learned from their valuable observations. First 52 LISTOS Spanish-speaking Graduates Thanks to ALAS

With abundant thanks to , who graciously and effectively partnered with Coastside CERT and Northern California LISTOS Coordinator Alma Pelayo, our Latino community now has 52 new graduates of the LISTOS program.?
?
LISTOS is a basic emergency and disaster readiness public education program for Spanish-speaking populations with a grass-roots approach. The LISTOS program is comprised of two 2-hour discussions organized by community members for the benefit of their own community.? Due to COVID-19, LISTOS classes now take place online via interactive Zoom webinars focused on the basic ideas of emergency preparedness for the immediate family. These discussions empower participants to educate their personal networks. The LISTOS curriculum considers cultural sensitivities and time constraints while delivering course content in an interactive discussion learning environment.

CERT COVID Testing Teams Continue ¿ªÔÆÌåÓý from June to December...and Beyond!
It never crossed my mind when responding to a request last June from the City of Half Moon Bay to assist County OES with local COVID testing in Half Moon Bay that our team of Coastside CERT volunteers would still be providing weekly testing assistance in December... with no sign of slowing down. I am proud of their consistent service, their willingness to do their part on behalf of local public health, their grace to brave this pandemic while assisting their community, but most of all I am pleased to report that not one of them, despite weeks and months of service, has tested positive. They suit up, mask up, don¡¯t touch their mouth or nose on duty, use gloves and face shields, keep their distance, don¡¯t take unnecessary risks, wash their hands, and go through mass quantities of sanitizer. It works.?

CERT/Listos Capacity Building Grant is Complete on December 31, 2020 - Thank You All for Your Support!
Coastside CERT is making the best of opportunities to serve our community provided by Coastside Fire Protection District sponsorship and the Listos California CERT/LISTOS Capacity Building Grant. We are almost to the finish line at the end of this month, still tallying up our 6thQ totals. Here are some fast facts in advance of a full report in January just to cheer you up because the news is so good!?
Our membership has expanded from 303 people on May 2, 2019 (the day we were unanimously granted sponsorship by CFPD one week before the grant application was due) to 1,773 members in our roster today. (Thank you Data Managers Michele Duke and Forrest Wunderlich!)?
We graduated 144 new CERTs, and 77 Latino and senior adults from the LISTOS program. We pivoted to the Hybrid CERT program to continue to offer free basic training despite COVID, insured 100+ active CERTs, successfully background checked 100+ (119 to be exact), and provided grant-approved PPE to every new Coastside CERT and all active CERTs prior to 2019 who requested new kit. We blew past our 2,000 person contact requirement with more than 30,470 contacts since the grant began on July 1, 2019. We have provided more than 10,000 hours of volunteer service to our community since the grant began, including:
- Emergency preparedness outreach and neighborhood grassroots organizing and training prior to March, 2019
- Active and sustained pandemic community service response and engagement via multiple platforms beginning with early safety alerts in January 2019 and continuing without interruption, including teams assisting weekly and bi-weekly free public COVID testing requested by San Mateo County OES and the City of Half Moon Bay.?
- We began sending out messages during the initial 15-day Shelter in Place Order to slow the spread and continued through the CZU Lightning Fire Complex. This is the 20th Newsletter since the start of SIP on March 13.?
- CZU August Lightning Fire Complex mutual aid activation in the La Honda/Pescadero fire zone and standing up a DOC at Coastside Fire Station 40 as backup to CERT Branches 3 & 4 (South Coast and South Skyline CERT) when they were under evacuation orders.?
In the midst of pandemic, economic uncertainty, and wildfires we continue to build a more resilient, disaster-ready, inclusive community based upon shared knowledge and skills, relationships, performance, and mutual respect.?
Coastside CERT thanks the Coastside Fire Protection District and CAL FIRE, The Half Moon Bay Amateur Radio Club/ARES, ALAS, the Listos California grant team, our amazingly active, supportive Coastside community, all the local volunteer, professional, and governmental agencies serving here in mutual cooperation for the greater good of our community - especially our CERT/Ham volunteers who do the work to multiply and deliver the generous opportunities and resources invested in us with their own volunteer hours. I¡¯m not sure how to recognize Cynthia Sherrill, Coastside CERT Program Coordinator, for all of the time and energy she has put into organizing, planning and involvement to get us where we are.

Most all of the information and training we provided are still the same¡. COVID-19 is still a respiratory virus that only you can protect yourself from¡ by not inhaling it or touching it and transferring it into your body Your tools are still the same:
- Isolation
- Limit your personal contacts and gatherings
- Social Distancing
- Limit time of exposures (especially inside)
- Mask over all mouths and noses
- Don¡¯t touch anything that may have respiratory droplets on it (you have to assume most everything does)
- Clean all surfaces regularly
- WASH YOUR HANDS
- Wash your clothes
- Get tested
One thing that might have changed is others have become tired of doing the above causing the transmission ratio to go above 1 so math is taking over and the virus is more prevalent in the community.
