My 1981 Neptune 16's masthead sheave (for the main halyard) doesn't turn.? I took it apart and found out why.? The block's inside surface is rough and the nylon sheave fits tightly.? Is there supposed to be a pair of thin pieces of metal between the cast aluminium block and the nylon sheave?? Also, there is no sleeve or other bushing around the bolt that holds it in.? Should there be?? The photos below illustrate what I have.
