All,

Thank you for minimizing Winlink activities on the HF segments used by our US RMS gateways (immediately below).
The following frequencies segments are dedicated to "Automatic control" within the US Part 97 ham bands. These segments are where the US Winlink RMS gateways use wider band protocols for their scanning and message retrieval and delivery:
28.120-28.189 MHz,?
24.925-24.930 MHz,?
21.090-21.100 MHz,?
18.105-18.110 MHz,?
14.0950-14.0995 MHz, 14.1005-14.112 MHz,?
10.140-10.150 MHz,?
7.100-7.105 MHz,?
3.585-3.600 MHz?

Considering that our occupied bandwidth for protocols used is between 2.3KHz and 2.75 KHz, and there are over 250 Scanning gateways in operation within the US alone, the issue of collisions and traffic exchange should be obvious. Also, Winlink is but one service within these sub-band segments.

CURRENT STATUS as of October 11,4 PM CST

Below is the url for current data from the FCC for Hurricane Helene:?
Also, the FCC info for Hurricane Milton:?
Also below is a look at Winlink Connectivity for the last 24 hours in the impact Region for those two mass casualty events.

As you can see, the traffic is light and thanks for this. Normal traffic for that period looks like this:

According to FEMA Region 4, communications for Authorities Having Jurisdiction (county/State) are rapidly deploying resilient communications options to maintain and then restore connectivity. However, the isolated individual amateur radio user lags behind these official efforts.

THE GREAT SHAKEOUT Annual Exercise involving Winlink.

There is an exercise involving USGS and the ¡°Great SHAKEOUT¡± on October 17th (AM). Winlink users participate. No one can predict the future, but for now, we advise the following:

- Listen First! ?Remember, there is very little reciprocity on HF radio.
- If you are west of the Mississippi River and on a lower band, your issue is not as significant as it would be east of the river.?
- Telnet is always a safer option, but then again, it defeats a portion of the exercise purpose.?
- ?VHF/UHF VARA FM or Packet is an option for many.
- Use the ITU sponsored RMS gateways that are not within the US Part 97.221 sub-bands. They are all over Central America and the Caribbean.?
- SHARES is the ultimate option for those who have the capability. over 95 percent of the SHARES gateways are up and operational, including the stricken areas.

IMHO, sending a single message over HF amateur radio on the morning of October 17 should not be a real issue, but again, that always depends on where you live and the need for Winlink by those who may not have another choice. ?In the final analysis, please use your own judgement about this issue. At this time, this is really all we can ask.?

Respectfully,

Steve, K4CJX

Well with bad bands generally and a lack of new NCS'es,it is hard to do any net and even harder giving up the time it takes to listen to white noise and no signals!? Day after day-?

Subject: [R5AUXC] Request to suspend Winlink exercises on HF during hurricane season

Please distribute widely.

Please be advised that we need to give due consideration to limited bandwidth available on the HF amateur bands, we need to minimize our usage of Winlink in that part of the spectrum during hurricane season. Winlink traffic can be sent via VHF, UHF, or Telnet without as much concern of congestion. This applies to when the storms reach landfall, and especially during the recovery effort which follows.

As we¡¯ve seen with Helene, auxiliary communications and amateur radio have played a role in the aftermath of Helene. Milton is promising to bring more devastation across Florida in the next few days.?

Thank you for your assistance and support.
