Okay I had the same perceived issue with this myself Brian, is right about this movement everything is OK. If you remove the DEC section then try to rotate the RA plate by hand if you cant it's good to go. It does seem odd but the RA is constantly
moving and the worm will be engaged.

If you are grabbing the counterweight shaft and rotating it, keep in mind you have quite an angular lever there, so it may seem like a lot more at the end of the shaft
