ARLB002 Amateur Radio Emergency Preparedness Act Re-Introduced
SB QST @ ARL $ARLB002 ARLB002 Amateur Radio Emergency Preparedness Act Re-Introduced ZCZC AG02 QST de W1AW ARRL Bulletin 2 ARLB002 From ARRL Headquarters Newington CT February 7, 2025 To all radio amateurs SB QST ARL ARLB002 ARLB002 Amateur Radio Emergency Preparedness Act Re-Introduced Legislation Will Increase Communication Options During Natural Disasters WASHINGTON - U.S. Senators Roger Wicker, R-Miss., and Richard Blumenthal, D-Conn., and Representatives August Pfluger, R-Tex., and Joe Courtney, D-Conn. announced their joint re-introduction of legislation in the Senate and House to restore the right to amateur radio operators to install the antennas necessary to serve their communities. Homeowner association rules often prevent Amateur Radio operators from installing antennas at their homes even though amateur radio has proven to be essential in emergencies and natural disasters such as hurricanes when other means of communication fail. "Mississippians should have access to every possible means of warning for natural disasters, including amateur radio operators. In an emergency, those warnings can mean the difference between life and death," Senator Wicker said. "The Amateur Radio Emergency Preparedness Act would remove unnecessary roadblocks that could help keep communities safe during emergencies like tornadoes, hurricanes, and fires." "When disaster strikes, amateur radio operators provide vital, often life-saving information, which shouldn't be hindered by prohibitive rules or confusing approval processes. The Amateur Radio Emergency Preparedness Act eliminates obstacles for ham radio enthusiasts, allowing them to continue their communications and serve their communities in the face of emergencies," said Senator Blumenthal. "Natural disasters and other emergency situations that hinder our regular lines of communication are unfortunately unavoidable, which is why we must bolster our emergency preparedness by removing the barriers amateur radio operators often run into when installing antennas. Amateur radio plays a vital role in public safety by delivering critical information to people at all times. My district is home to dozens of amateur radio operators ready to volunteer in the event of an emergency, and I am proud to lead this legislation," said Congressman August Pfluger. "As we know from recent natural disasters, amateur radio operators in Connecticut can be a critical component of disaster response and emergency management. It is in our communities' best interest that we give them the capabilities to operate at the highest level, and with the re-introduction of this bill, we've taken a strong step in that direction," said Congressman Courtney. Background: The Amateur Radio Emergency Preparedness Act of 2025 (H.R. 1094 and S. 459) would require homeowner associations to accommodate the needs of FCC-licensed Amateur Radio operators by prohibiting the enforcement of private land use restrictions that ban, prevent, or require the approval of the installation or use of amateur radio station antennas. Homeowner associations have often prevented installation and use of such antennas through private land use restrictions. This has hindered voluntary training for emergency situations and blocked access to necessary communications when disaster strikes. Among other provisions, this legislation would: * Prohibit homeowner association rules that would prevent or ban amateur radio antennas * Specify an approval process for installing amateur radio antennas * Provide a Federal private right of action to amateur radio operators in disputed cases On behalf of America's Amateur Radio licensees, Rick Roderick, the President of The American Radio Relay League, re-confirmed the ARRL's full support for the passage of the Amateur Radio Emergency Preparedness Act of 2025 and extended his thanks and appreciation to Senators Wicker and Blumenthal and Congressmen Pfluger and Courtney for their unflagging leadership of the bi-partisan effort to support and protect the rights of all amateur radio operators. Radio repair needed... 3
Hi all, I missed the 'Hands On' meeting this past Saturday but I have a radio that needs repair and amplifier that I think also needs repair. (I need to do more testing on this.) They are a Drake TR-22C that I think the receiver has gone to left field and a Drake AA-10 1w in 10w out amplifier that seems to only output 4-5 watts. Does anyone in the club have any experience with these repairs or know of someone or a ham radio repair company that I can contact. I have some 2m non-CTCSS radios from when I and my father were new hams in the 70's, and I am thinking about finally putting these up for sale, but I don't want to sell a nonfunctioning radio. Any help or direction would be appreciated. Tony... WB8ZWI

Winter Field Day 2025
? Winter Field Day! ??? Remember Winter Field Day on January 27-28, 2024! This exciting event is open to all amateur radio operators, and it¡¯s a great way to test your skills in portable operations and emergency preparedness during the colder months. Whether you're activating solo or with a team, it's a fun opportunity to enhance your operating abilities and enjoy the camaraderie of the ham radio community. ? Learn more: https://winterfieldday.org/ Mark your calendars, bundle up, and let¡¯s hit the airwaves! ??Operational Period: Winter Field Day is held the last full weekend in January. For 2025, it will be held on January 25th and 26th. The 30-hour operational period starts at 1600 UTC on Saturday (11 am EST), the 25th, and ends at 21:59 UTC on Sunday, the 26th (4:59 pm EST). Stations may begin setting up no earlier than 1600 UTC (11 am EST) on the Friday before. However, cumulative set-up time shall not exceed 12 hours. Location Restraints: A multi-station WFD operation must ensure all stations operating under a single call sign are located in the same physical area. All station equipment, including antennas, feed lines, and accessories used, must be located within a circular area whose diameter does not exceed 1,000 feet (300m). This 1,000 ft area does not have to remain constant throughout the event1. Exchange: The designated Winter Field Day exchange includes your call sign, a category number, a class identifier, and a location identifier. Category: A number designated by the number of transceivers (stations) at your location that are capable of transmitting simultaneously. 1, 2, 3, etc. This means you have the people needed to operate the number of transmitters you choose. Include all HF, VHF, and UHF transceivers. Don¡¯t count a station if it must be left unattended while you make contacts on another. If you decide to operate a satellite station, the satellite station does not increase your category number. Class: You must choose which class you will operate in. If you are operating as a group under one call sign, choose the class that applies to the majority of the stations at your field day site. Class Options: H - Home station: is defined as any station participating from inside their permanent livable residence. I - Indoor station: is defined as any station operating away from Home but from inside an insulated, weather-protected building or structure on a permanent foundation. Indoor stations typically have plumbing, heating/cooling, and running water. Church, EOCs, a club shack, a cabin, and community centers are all examples of an Indoor station. O - Outdoor station: Outdoor stations operate from a partly or fully exposed building or shelter that does not typically have plumbing, heating/cooling, or running water available. Operating from a picnic table, park pavilion, tents, or under pop-up canopies are all places that could be considered Outdoor. These are locations where you may have to provide your own heat source and/or protection from the elements. M - Mobile / Mobile Stationary: These stations are defined as operations from a mobile or potentially mobile structure like an RV, car, van, sailboat, cargo trailer, mobile EOC, ETC. These are operating positions that may offer some sort of built-in heating/cooling. Mobile Stations do not have to be mobile during the event. They are defined as having the ability to be mobile should it be necessary to move during the event. RVs and Cargo trailers with external antennas set up are still considered Mobile.

North American QSO Party SSB is this Weekend - Jan. 18 Central Time
The North American QSO Party (NAQP) SSB, begins at 1800 UTC on Saturday, January 18, and concludes at 0559 UTC on Sunday, January 19. The NAQP is a low-power only event, which makes for a lot more breathing room on the bands. The 12-hour format of the NAQP allows participants to do some great contesting, yet still have time for other activities during the weekend. Some operators choose to participate in the NAQP on Saturday, and then get on the VHF bands for the January VHF contest on Sunday. For complete rules, visit ncjweb.com/NAQP-Rules.pdf (PDF), and logs are due no later than 7 days after the contest is over. It's important to read the Rules to know what to expect. The NAQP is a great way to gather a lot of contacts for Worked All States. And, if you're using logging software, study up on how to use it before the contest. 73, Frank Krizan, KR1ZAN Garland, TX frank@... SB SPCL @ ARL $ARLX001 ARLX001 Dennis Motschenbacher, K7BV (SK) ZCZC AX01 QST de W1AW Special Bulletin 1 ARLX001 From ARRL Headquarters Newington CT January 16, 2025 To all radio amateurs SB SPCL ARL ARLX001 ARLX001 Dennis Motschenbacher, K7BV (SK) Former ARRL and Yaesu employee, World Radiosport Team Championship competitor, and award-winning radio amateur Dennis Motschenbacher, K7BV, has become a Silent Key. Motschenbacher passed away on January 9, 2025, after a long illness. Motschenbacher was first licensed at the age of 13. According to his obituary, "His Amateur Radio activities took him to 35 countries and his ham radio call sign, K7BV, was recognized all over the world. He competed on the U.S. team in the World Radiosport Team Championship in 2000 in Slovenia and in his lifetime, won many national and international awards for his ham radio achievements." Motschenbacher was well known within the amateur radio community. He was a prolific ham radio author and from 1998 - 2002 served as editor of the National Contest Journal (NCJ). He served on ARRL staff as the Sales and Marketing Manager from 2002 - 2006, when he joined Yaesu as their Executive Vice President of the Amateur Radio Sales Division. He retired from that role in 2019. His colleagues at Yaesu remember him fondly. Yaesu National Sales Manager John Kruk, N9UPC, passed along these words on behalf of the company: "Dennis Motschenbacher had a talent in ham radio which was only surpassed by his incredible gift of friendship. Dennis was a mentor to many in different ways, a beacon of honesty, and gave unwavering support to all. Words cannot express how grateful the Yaesu family was to have had him in our lives. Thank you for being you, for your wisdom, and for the joy you would bring to us each day Dennis. We will forever cherish the moments we've shared with all our love and gratitude." Many others in amateur radio are recalling fond memories of Motschenbacher. ARRL Copy Editor Rich Moseson, W2VU, was the long-time editor of CQ Magazine. He said Motschenbacher was one of the 'good guys.' "Dennis was a true friend to everyone in the ham radio industry and always had a positive outlook, on the hobby and on life in general. Even through his health struggles, he managed to stay positive and offer support to others. He will be greatly missed by the ham community, and especially by those who had the privilege of working with him," said Moseson. His contest chops and warm presence in the hobby was complimented by his desire to serve others. "Dennis loved amateur radio and worked tirelessly to support the community in so many ways," said ARRL Director of Marketing and Innovation Bob Inderbitzen, NQ1R, who reported to Motschenbacher during his tenure on the ARRL staff. "I'll never forget the day Dennis decided to travel to the coastal communities in the southeast that were devastated by Hurricane Katrina in 2005. He aided one of the largest disaster response efforts by Amateur Radio Operators in the US." He is survived by his brother, Larry Motschenbacher; his sister Susie Corbett Motschenbacher; his wife, Lieksa Motschenbacher; his two children, Tiffany (Said) Stabou and Patrick (Susan) Motschenbacher; and three grandchildren, Ahmed, Aisha, and Safiya. A small graveside ceremony will be held at the Eastern Carolina State Veterans Cemetery in Goldsboro, NC on Friday, January 17, 2025 at noon. WRLARC Foxes are Loose!
Rocky, Bullwinkle, and Boris are all out playing around White Rock Lake. Rocky's call is at 146.565, Bullwinkle is at 146.545, and Boris is at 146.580. All foxes will be coming out after 5PM Sunday. As a note, when you find Rocky and Boris, you need to look at the back of their cards to get the coordinates for "near" where Bullwinkle can be heard. Rocky has the latitude coordinates and Boris has the longitude coordinates. Put the two together, find the spot on the map, and when you go there you should hear Bullwinkle. From that point you will need to navigate through radio direction finding to the exact location. Good Luck! Hope you have as much fun finding them as we had putting them together and getting them out there. Dave, K5YR, and David, KG5VSR
