Implementing ARRL’s suggestions would promote and protect the art, science, and enjoyment of amateur radio, and enhance the development of the next generation of radio amateurs. In response to ARRL’s request, over 200 members submitted suggestions that were reviewed when considering what rules should be deleted or modified. ARRL will continue to engage with members and advocate for the Amateur Radio Service. In its filing, ARRL asked the FCC to delete or amend the following rules: Delete the LF and VHF/UHF Symbol (Baud) Rate and Bandwidth Limitations ARRL supports the deletion of these restrictions as proposed by the Commission in late 2023. Doing so would enhance Amateur experimentation with digital technologies. Update and Modernize Entry Level Technician Class License Privileges ARRL reiterated its earlier proposal for extending additional limited privileges for Technician class operators. Adopting its proposal would provide new licensees an introductory window to HF data and phone communications that are at the core of the Amateur Radio experience and serve to incentivize the next generation of technical leaders just as Novice CW HF privileges did for earlier generations of operators. Modernize 80/75 Meter Subband Divisions ARRL requested action on an earlier proposal that would make more efficient and intense use of the 80/75 meter band. Changes in technology and modes since band usage was last addressed have resulted in overcrowding in one band segment that would be alleviated by adoption of ARRL’s proposal. Delete and Replace Obsolete Digital Code Limitations ARRL also asked the FCC remove provisions that refer to digital codes that today are obsolete and permit Radio Amateurs to experiment freely with new digital codes, so long as such codes are publicly documented and decodable over the air. Implement Changes to Third Party Rules Adopted Internationally at WRC-03 Although the United States fully supported changes to the ITU Radio Regulations in 2003 that removed a treaty requirement for third-party messages, there is no record of this change having been considered and the FCC’s rules were never conformed to the new provision. Being the only nation known to continue to require a formal treaty for such purposes has resulted in no new such treaties for since the treaty changed more than two decades ago. Thus ARRL asked the FCC to Implement rules that are consistent with those internationally agreed to align with the rest of the world. Delete Amplifier Drive Limitation ARRL requested that the Commission act favorably on a pending proposal to remove limits HF amplifier gain that add to Amateur equipment cost and impede use of new efficient amplifier technology. Remove Non-current Personal Information in Amateur ULS records ARRL requested that the FCC complete a rule making in which it proposed that only current licensee information to be visible in the public (ULS) database. Right now, if an amateur changes their address to a Post Office Box to shield their home address, the previous address remains visible. ARRL advocates for protecting the privacy of radio amateurs. Delete Obsolete Identification Requirement for Special Call Signs Users of special event call signs are required to identify with the FCC-issued responsible call sign at least once each hour. This can be confusing, especially on data and CW modes. ARRL proposed reliance on the web-based database that clearly identifies each special event call sign and auth

Hello everyone, We have a local ham, Mike Hasselbeck WB2FKO, participating in a 2 Meter simplex contest. Mike is working on getting everything set up to WIN this contest and could use our help. The contest starts this Monday, 4-14-2025 at 7:00 PM local time. Mike will be monitoring 146.52 MHz FM Simplex for an hour or so before he moves on to 2 Meter FT8. The exchange is call signs, grid square, and thank you 73. For most of us in the Gainesville area, our grid square is EL89. Let’s all give him a call and keep him busy. Each contact adds points to his score. Only one contact per station on phone. Helping Mike gives us a chance to practices 2 Meter simplex. He is just south of High Springs. Mike has an amazing 2 Meter antenna system so don’t worry about not being able to get to him, just give him a try with whatever radio you have. The scenario was that a series of powerful tornadoes struck Florida. At the same time, a hostile government which had been selectively knocking out small parts of our communications grid to test their ability, decided to strike in full force to take full advantage of the chaos caused by the tornadoes. All communications--telephone, cell phone, internet, commercial radio and TV, NOAA weather radio--were out. In Alachua County, hams were at their posts in the County Emergency Operations Center (EOC) and hams from around the area were passing traffic (i.e messages) to and from the EOC. The traffic passed included field situation reports of utilities available or not available and in one case, a 911 request in which an 18-year-old male wrecked an ATV, suffered a broken femur and possible spinal injuries, and was going into shock likely due to massive internal bleeding into the thigh. When all else fails, ham radio works. Sure, we made some mistakes, but we learned from them. Our procedures will get better. Our Melrose GMRS network, which can interface with ham networks due to dual-licensed operators, can be a valuable asset to us all but only if we actually use it. If you're the only one on the air, your radio is useless. The best plan is not to wait until an emergency to use your radio. Learn to use the network now. As much as possible, monitor the repeater (Channel 24). If someone calls, acknowledge that you hear them. Such acknowledgements give everyone more confidence that they can actually use the radio to call for help, if needed. Besides being useful in emergencies, radio brings people together. The importance of community in ham radio - monitor the 82 repeater. 2
Hello all stations, You're in your boat, 10 miles offshore in the Gulf. You stopped your motor to do some fishing, but now it won't restart. It's late in the day and you're not going to make it back to the dock by nightfall. You try to call your wife on the cell phone. No coverage. You have a marine radio tuned to channel 16. You get on that channel and issue a pan-pan call. A boat several miles away hears your call and relays it to the Coast Guard station in Yankeetown. The Coast Guard sends a towboat to haul you back to the dock. This scenario ended well because another boater had a radio and was properly tuned to Channel 16, the hailing and distress channel. Without other boaters on the air, you would have been out of luck. The community of marine boaters with radios makes you safer on the water. Likewise, a community of ham-radio operators can make us all safer here on land. It's always comforting to issue my call sign on a repeater and hear someone come back to me. It's somewhat discouraging to put out your call sign and get nothing back but a squelch tail. If that's all you're going to hear, you might as well not have a radio. We here in Gainesville tend to use 146.820 as our primary repeater. It's a good one, maintained by caring and knowledgeable folks. If we have a radio water fountain, the 82 repeater is it. The problem is oftentimes there's no one else gathered there, no one is on the air. How can we change this? Suggestion: Whenever possible, monitor the repeater. Those who live in Gainesville can likely do so with an HT inside the house. We who live farther out can monitor whenever we're in our shack or in our vehicle. Whenever someone comes on the air, don't let them hear dead air. If nothing else, say your call sign, let them know you're there, issue a 73 and a clear. You don't have to ragchew if you don't want to. With others monitoring, someone else is likely to answer, meaning you can hang out on the side if you wish. Hello all stations, I regret to report that one of my Technician students, Marshall Steffey, was killed in a hit-and-run auto accident two days ago. Marshall was about 50-something, worked for the USPS, and lived in Crescent City. He was always in class and was eager to get a license and get on the air. He was a good guy. We all liked him. We’ve been holding our event for many years, but there have been some big changes to this ARRL sanctioned hamfest recently. Since moving to our new home at the Greater Gulf State Fairgrounds in Mobile three years ago, we’ve experienced amazing growth. The 2024 Mobile Hamfest was a record breaker—our biggest year since the hamfest began in 1952. The Greater Gulf State Fairgrounds facility features an expansive building, beautiful rooms for talks, and RV hookups for dealers and attendees. Due to those danged “circumstances beyond our control,” we had to move our hamfest to a May date this year. Anyhow, we’d love to have you and your membership join us on Saturday, 17 May. We have some great prizes lined up, and there’ll be plenty of other fun besides. I would very much appreciate it if you would share the attached fliers with your club members. For anyone interested in contesting or wants to see what contesting is all about, give the WPX SSB contest a try! You don't have to be a serious contester to participate. Just have fun. It’s a great way to hone your operational skills. There will be operators from all over the world participating next weekend that wants to have a QSO with you. The exchange is very simple, you give a signal report plus a progressive contact serial number starting with 001 for the first contact. You don’t have to submit your log but at least you should keep a log for your records. Keeping a log is part of honing your skills. The more you do it the easier it gets. Earl, I liked the idea of writing about why I got into HAM radio.... ------------------ Why I joined HAM Radio: the quick answer is; because I want to be able to communicate when no other method is available. In the military I was in a job where we had to become proficient with tactical communication. I remember that we always hated setting up the inverted V. The question was, “Why bother with this when we have SATCOM?” Fortunately, the experienced trainers made sure we always had HF. There was no guarantee the satellite will always be available, which, on occasion, turned out to be correct. Sometimes the “Bird” we were assigned was just below the horizon or there were obstacles in the way. Even though I never needed HF in Iraq or Afghanistan (or anywhere else), we always had it available and trained with it. When I retired after 23 years of service, I became the emergency manager of U.S. Naval Hospital Guam for 5 years. One of my duties was to conduct mass casualty scenarios for the hospital twice a year. A new commanding officer took over; I made sure we had a very comprehensive exercise that not only showcased the skills of our medical staff, but how we were intimately integrated into the community healthcare system and the government Office of Civil Defense/Homeland Security (OCD/HS). During the critique of the exercise in the hotwash, the Commander said, “Great exercise Mr. Wallace, but where’s the HAM radio.” I told her I knew where they were, but nobody used them. During the next six months I connected with the local HAM radio club, the Guam-Marianas Amateur Radio Club, AH2G. We had volunteers come to our hospital and the one other hospital on the island where we could communicate with the Emergency Operations Center (EOC). The other hospital didn’t let the HAM guys in and I knew that there was no way these guys would be allowed on the military installation during any emergency we might need them for. So, during the next six months, I earned my Amateur license. I incorporated HAM radio into every exercise thereafter; at least a COMMCHECK with the EOC. Fortunately, the Director for Communications at Guam OCD/HS has his Extra license and was very involved with the local HAM radio club. He spent a great deal of time mentoring me and helping me integrate HAM radio into government responses. Concurrently, the local club was elated that they got to be part of a government led exercise. They hadn’t been utilized since a typhoon about 20 years ago when they helped by sending Radiograms; connecting family members across the Pacific. Guam gets hit with devastating typhoons on an annual basis. The island is connected to the rest of the world by submarine cables, which fail. The chances of needing HF comms seemed, in my mind, quite high. The island was connected with VHF repeaters, but the chance of losing them in a typhoon was probable. I witnessed first hand the bureaucracy/leadership fight against Amateur radio. I don’t believe that after I left the island in 2018 that they’re still utilizing HAM radio, which shows how personality driven it can be. When we moved to Gainesville in 2018, I joined ARRL and found a HAM radio club that specialized in EMCOMM. I now serve at the emergency shelters when activated by the Alachua County EOC. As for me, I don’t consider HAM radio to be a hobby. The Thursday Alachua ARES? Net announced a 3/25 Tuesday deadline which would be appreciated if possible. Drop dead date is 3/28 Friday. April for me includes three birthdays and one anniversary. Let’s not forget Easter and the S.E.T. and open house. If not involved in the NFL S.E.T. find a club and have a learning and helpful in emergencies experience. Per our Repeater committee, we need to test the function and quality of one of our repeaters. Please use our K4GNV repeater at 444.925 ( PL tone 1 2 3) and communicate " This is ( insert your call sign) calling for a test of the Statewide Amateur Radio Network from the Gainesville repeater. Any station, please come back". If you get a contact, please ask them for a signal report, their general location and what kind of radio they are on. Please, then reply to this email with that information. The Repeater team will use it to make sure we are sending our best possible signal. It's a great time to talk on the radio! SARNet repeater 2
So far, the 444.925 SARNet repeater seems to be functioning well. I have been monitoring today, and speaking to a few stations, and have seen no problems. There have even been a couple of stations that were using the Gainesville repeater while traveling on I-75. We should see some heavy activity as this storm front moves in tomorrow morning affecting the panhandle and reaching us toward noon time. The State EOC is scheduled to activate at 10pm this evening.
