HP400E was new File called App notes

With 10 Meg Ohms input impedance I would think that it would
pick up anything within sight.

Still unstable with 50 ohm input.? Decoupling caps most likely need replacing.

Oh, yeah. With 50 ohm input termination, that noise probably isn't
coming from there. Give those capacitors a stern look.
