That looks like an oil filled bathtub paper capacitor . They develop high leakage like all other paper caps. I've found brand new one shrink wrapped to cardboard that were already bad.

I somehow doubt our system of coarseness is the same as yours, Chuck. 1500 grit paper is extremely mild. In fact it's used in car refinishing to buff up clear coat (varnish). So you can think of it as a basically just a polishing compound grade. And as I said, it was just a few light strokes to each contact area. I don't think I'll have any further issues with that and it's the o-rings I believe that will be next to fail. Anyway, I've reassembled it all now and will attempt the manual calibration procedure in a couple of hours' time. Stay tuned!

There is a way to install linux-gpib on a Raspberry Pi, running one of the debian derivatives.

That is documented in the project files describing how to make a LAN connected GPIB controler out of a Pi.

Including schematics of the needed hardware etc.

Sadly, I've misplaced the link to that website.? :-(

It is also entirely possible to run Linux as a "guest" on Windows, using Virtual box.? (Sharing a desktop if needed too in "seamless" mode.)

I was doing that over 8 years ago, Mint 15 guest, on Win'7 with an AMD CPU.? It all worked very well indeed, slick & stable.

Likewise, running Windows as a guest in a VM under Linux is commonly done, but you need a Windows install disk, or .iso file of.
(Limited lifetime VM "appliances can be had from MS too, for short-term use.)

You just need plenty of RAM & Drive space, a CPU that supports virtualisation is good to have, but not essential.? (But the more CPU grunt the better.)

Either way, user applications on the two OS's can communicate via virtual LAN connections.? Or not, as you need.

Or, you can "Dual Boot" the PC.? At boot time, you choose one OS or the other, but then it's only the one OS running.? (Linux can usually "see into" the dormant Windows partition, but not the other way around.)

There are lots of options.

Or use a DC fan instead - it will be much less noisy and there are plenty places to tap off the voltage.? The only issue is getting it mounted properly but it can certainly be done - I have a couple that I did that with.

You might see if you can see any model number, operating voltage or frequency range on the fan itself. It might not be happy if you remove the capacitor depending upon the characteristics of the fan. A capacitor run motor is most commonly indicated by extra wires coming out of the fan connecting to the capacitor.

If the fan is operating normally why not leave the capacitor in there if it is not bothering anything?

I replaced my fans with normal 120 volt 50-60 Hz ones since they were making a lot of bearing noise and have reached end-of-life anyway. Then you can remove any labels referring to the 400 Hz operation of the unit..

Yes, I understand about updates. Fedora has the COPR repositories that a developer can maintain independent of Fedora itself which is nice. Perhaps Ubuntu has something similar. Id be happy if someone familiar with the Ubuntu ecosystem wants to take on this.

Doesn't much matter. The only real difference is
solid contacts give you more material.

The biggest issue with using abrasive sand paper is
it embeds abrasive particles in the contacts. They
cause problems down the line.

Lots of generations of switching equipment. The guy that
taught me this stuff was trained on both Strowger (step-by-step)
and #1 and #5 crossbar. I worked with him designing trunk cards
for a small RedComm digital switch. If you really wanted to hear
him go-off, stick a 1/4" headphone plug into one of his telco
level generators... but I digress.

Most of the time, I prefer linen paper and IPA. Jinxie already
tried that. I would have gone to burnishing next, but never
abrasive. I would sooner use a file, because at least it won't
embed abrasive particles in the soft contact material.

what I used on relay contacts in the #1 and #1A ESS Switching Systems
was BOND PAPER strips soaked in suitable liquid contact
cleaner...most of said relays had Palladium plated contacts rather
