That standard has been in existence for over 60 years. In fact, I started teaching it in 1968. There may be a later version, but I can't find it. That particular way of displaying scientific terms is also referenced in many texts on writing technical and commercial documents. Just look at any recent Style Manual for any language.
A clear advantage of the space is that it prevents messing up the meaning, particularly when the multipliers are lower case.
