It is because CICS finds a file that is referring to an LSR definition
that is not complete.

It explicit mentions: 'CI SIZE' 'STRINGS' 'MAXKEYLENGTH'

I have never ever seen a CICS doing that. Usually it is the
carbon-based unit that is causing the problem.

Can you give some more evidence than just an error-message during
start-up?

What else was modified to get this program going? The use of none of
the three items you mention will cause such a message. The change of a
PPT or PCT (or the CEDA equivalents) will also not cause this (but the
use of the wrong GROUPS or LISTS will).

This error started after I installed a Test MENU program that uses DFHCOMMAREA, MAP AND MAPSET.

A simple/basic menu program.
