A 3390-54 has 65520 cylinders; a -27 has half that number.

2 bytes logical can get you to 64k.
And if you want EAV you are going to need more bytes.
Right now it is 16 *64k = 1M (849G) for the current z/OS.
Cylinder field expandable to 4K*64K = 256M (216T).
