If you run MUSIC/SP native under Hercules, you can:
a) submit a job to the MUSIC/SP BATCH Facility from your host

There is no such thing as submitting a job to Hercules.
You can submit a JOB to VM if you are running MUSIC/SP as a guest of VM.
See the VMSUBM command on page 355 of the Admin ref.
