No, I run it on the 5-pack from dosvs.31bits.net. Are you sure you are listing the proper library? I never examined DOSVS.OPTIONAL.VTAM before your message and never restore anything from tapes

Tom, I think the data is already there in the DOSVS.OPTIONAL.VTAM private source library on the OPTLB1 disk, no need to restore from tapes. I check the content of the library with the DSERV utility,
