If you invite them, then no further approval is needed. Except if your group is unmoderated, you have to select something in Spam Control. HOWEVER...they *must* click on the link in the emailed invitation for that to work. If instead of accepting the invitation they click the "Join This Group" button or send a +subscribe message, their subscription will land in Pending, and you'll have to approve them manually.
