hi, sorry when in creating a sub group under ¡°who can create sub group, there is a dialog box. By default it is set on subscribers.

Should that be changed to owner or owners and moderators if desired?

That setting is for primary groups, and yes you should set that whichever way makes sense for your group. I imagine most groups would want to limit subgroup creation to moderators only.
