Why don't I have a Members Notices tab in my group

I am new here at IO and I created my first group. I would like to make member notices to go out when someone joins or leaves the group. But I cannot see the Member Notices tab under Administration which is where it is said to be.
Can anyone help with this please?

Admin > Settings
Click on "Member Notices" button near the top of the page
Then click on "+New Notice"
Use the "Notice Type" dropdown menu to select the type of notice
Edit message
Make sure the "Active Message" box is checked
Click on "Add Notice" at bottom of the page

Thank you, Admin, settings, then members tab.
I was looking under Admin for a Member Notices there.
