Unable to mute #hashtags

I have a user who insists that he is muting topics and hashtags, but is still getting those messages. Is there a way to check the in the activity log?

Is he reading messages online? Muting affects email delivery only.

Emails. I think it's probably a mute of topic tester than hashtag, but I can't tell. If I could see it in the activity log...
