Brenda -- I suggest it might be more productive to find a particularly egregious message within the group's archive and select the "Report this message" function from the More menu.

That notice is sent to confirm that they actually applied to the subgroup.? Once they reply to that, the Pending Subscription notice you set up is sent, they are placed in the Pending Approval queue,
