I believe the message is sent to group-owner@..., so it would have also gone to moderators that receive owner messages.? It went to them on the other group, but there may not have been

Mark, No, but it has been proposed a few different ways in beta@. It isn't quite the same thing, but in the Member Notices tab of your Group's settings you can create a "Pending Subscription" notice.
