As for that 3/16 ball tipped tool, when inserted ball end, we know this won't substitute for the correct tool orientation when used to tighten.? Even wearing gloves, I could not move bolt from the set state with the one-inch lever presented for use on the 3/16 key when reversed.? ?I mentioned the bolt sets with more torque than the reversed key provides, with or without a forged ball end.

The suggestion to locate the correct hand tool within the shipped tool-bag is the best way to acquire the recommended tool.? Particularly when inquired about during the initial assembly.? Though the issue seems rare, yet it is good to give some thought to such details.

We know the size so I would use a 3/16" Allen tipped socket with a 6" extension and 3/8" breaker bar.? Same rules apply, use a name brand straight tipped socket and trust me it will come out no problems.??

This is not a big deal, a 1/4-20 stainless steel fastener is not a fragile fastener.? Sure it should probably only get depending on grade anyway, 10-14 ft/pounds but it appears over torqued or less likely cross threaded or even less likely corroded.??
?
Being a socket headed cap screw it can take more torque than any other common fastener head so using a normally out of range tool seems appropriate here.? As far as I can tell the OP is at the point of using a heavier class of conventional weapon in tools or just going nuclear and breaking out the miniature screw extraction tools.? I hate drilling stainless steel and have every conventional option available I recommend trying conventional first.?
