Well after going through 3 of 4 levels of technical support at Yahoo central, the answer is: The User Groups started in the USA in English cannot display foreign characters correctly. If I want them displayed correctly, I would have to change the User group over to French or German as the primary language, then it might not display English correctly.

Sorry to all that has names with other than standard English characters.
