It certainly can. It depends upon why the Tweeder stoped working. If it is shorted the super tweeter will not work.

No. The piezoelectric super tweeter handles the highest audio
frequencies. The dome tweeter handles high frequencies that are
high... higher than those handled by the midrange driver, but that are
not as high as the frequencies that the piezo super tweeter handles.

The Crossover Frequencies are 400 Hz (woofer to upper bass), 1000 Hz
(upper bass to (dome) midrange), 6000 Hz ((dome) midrange to dome
tweeter), 12000 Hz (dome tweeter to piezo super tweeter).

To be clear the super tweeter can sill work BUT it is not a substitute for the tweeter. If your tweeter is not working check the fuse mounted near it.
