FWIW the only thing I have ever bought through Amazon was the obscure SCR for the PS7 crowbar, and that was from American Microsemi which I knew to be a good vendor. Otherwise life is just fine

First check to see that you have the 10 volts DC to the PTO. Then measure the resistance from the PTO Output to ground. It should be above 270 ohms. Then use your scope or spectrum analyzer to observe

It's a high impedance circuit so drop across 100 Ohms would be minimal. What I would suggest is that you check R48 for visible damage, bad solder connections, and measure it for value with your
