I would look again for the pot. All R4B's have it. Even the earlier R4A and R4's.
The procedure you want to follow is paragraph 6.4.9 then look at Figure 13 and you will see at the bottom the RCV SENS

I bought a restorable 2B with 2AC off Craigslist last year from a fellow ham in Florida for $50 plus shipping.? It did not require any unusual work to get it going.? I replaced a couple of weak tubes, replaced all of the electrolytic caps, touched up the alignment, replaced the missing 100 KHz calibrator crystal, and installed a 3-wire line cord for safety.? That was all it took to make it work right.? While I had it on the bench, I removed the front panel, cleaned it with soap and water, then used a mild automotive polishing compound to remove paint oxidation and bring up the shine.? I have since added crystals for 30 meters and the "A" segment of 10 meters using the little HC-49 crystals installed in HC-6 holders.? When I received the 2B the only original Drake knob it had was the FREQUENCY knob.? The rest were old generic knobs out of someone's junkbox.? I installed a matching set of modern aluminum knobs purchased off eBay.? They don't look "right" but they don't look bad, and they'll do until I can find the correct knobs.?

You might be able to see that the ends are the same length.? Mine were damaged and bent so I couldn't just do that.

Coincidentally I replaced the PTO of my R-4C yesterday. The red-white wire from the PTO is for the +11 Volt supply of the PTO.?

Check Optical Interrupter Bias, section 5-5.4, and Optical Interrupter Mechanical Adjustment 5-5.d. Note that a mechanical VTVM or VOM is specified for alignments. If all that is good check the direction logic, 5-5.7.

Ideally, you set the pointer first, then tune in the calibrator, tune for zero beat and set the PBT to 12 o'clock, with the bandwidth at .4.? If it is grossly out of adjustment, that may be difficult.? With the PBT at 12 o'clock and the calibrator at zero beat, you adjust each of the four coils for maximum S meter reading.? Sometimes, a slug is frozen.? The "adjusters" seem to be lengths of piano wire.? You may need to free a stuck adjuster with a little WD40 or Rem Oil.? Be sure to use this sparingly and sometimes, it may take some time for it to wick down to where the wire is supposed to rotate.? Adjustments are pretty sharp.? Switching the bandwidths may help you find the signal if only one slug is off.? All slugs are used in the .4 position and progressively fewer in 1.2 and 2.4.? If you choose to align this, make sure that you carefully follow the procedure.? The rear screw adjustment, especially, can be a pain.

Yes, I figured it was somewhat working when tuner is set to 4.8 kHz. Then it was a matter of adjusting it. But those coil adjusters had me stump. I would have never thought they were adjustable. I used a pair of needle nosed pliers to adjust them but I'm still not there. Adjustment is very slow and unresponsive but I can hear the noise get louder or softer. I'll need to get a better meter (an extra digit) to see the change.

Yes, I figured it was somewhat working when tuner is set to 4.8 kHz. Then it was a matter of adjusting it. But those coil adjusters had me stump. I would have never thought they were adjustable. I used a pair of needle nosed pliers to adjust them but I'm still not there. Adjustment is very slow and unresponsive but I can hear the noise get louder or softer. I'll need to get a better meter (an extra digit) to see the change.
