When I got mine back in the 80's it worked for a while and then developed the same problem.
It turned out to be one of the DIP ICs.? One of the IC pins was bent back and didn't go through the via hole but was just contacting the top of the via pad.? So it worked for a while and eventually developed this problem.? Once I found the problem, I didn't want to pull the IC in case I damaged the traces so I just applied a little solder to the pin and pad on the top side of the board.? Its been working for 40 years now.
I know this is really bizarre problem/solution, but who knows, maybe history repeats itself.
