Ontario Southland (OSR) brings cars from St. Thomas, Tillsonburg and Ingersoll to CP Woodstock. I have seen, on Walter's Railpast videos, OSR push -? power -? pull cars from Woodstock heading thru Coakley. The lead car was a covered hopper and have looked as close as possible at the video and there does not appear to be a trainman on the lead car. Thought a trainman was required by the rules. Right??
