Hi, In the US FM is allowed (and used) on 10 meters above 29 MHz. To use a transmitting or receiving converter with FM and an HF radio(s) the HF radios must do the FM. It's not particularly expensive

Advantages and disadvantages of various modes on vhf/uhf
Keep in mind that SSB and CW have a 6dB advantage over all other modes.? They are highly preferred for satellite and moonbounce contacts, and often can be used for relatively local contacts, as well
