If you don't have a lot of cash, you can go the used route. A decent dual trace 100Mhz scope can be found on eblah for 100 bucks or more. Stick to the name brands like Tektronix or HP. See if the

I had one of those. Got rid of it on eBay.? Did not have very good triggering, with little options. I comes as is, no support or upgrades for its firmware.? Did not even have AC coupling?? Cheap

I have used Front Panel Designer to layout panels that I have had produced and for others that I printed and laminated.? A very easy to use tool.
