0.1 mfd across the power leads at the power supply and again at the uBITX power connector. It could be that RF is modulating the 12V power lead and that causing RF in the power supply regulator.

You may just get by with a 2 amp supply, but I would go with at least one rated for 3 or 4 amps. It is always to have a few more amps than needed so the supply runs cool.
