method I use in the QRP Labs kits like QCX http://qrp-labs.com/qcx - look
at the schematic: no pull-ups, no RC-debounce.

I do agree the suggestion of Mike to use 0.01uF . If you use 0.1
perhaps the capacitor recovery time will not allow you rotate faster.
