Yes, Kapton Tape is recommended when using hot air for [de]soldering.

Is the receiver working properly now?
When you measured "Current 170. Smoke coming", is that 170mA and what current were you measuring and were you pressing PTT?

I answered some of the questions, method.
I made a tight setup with everything connected with SMA connectors on a tiny PCB.
Shorten leads on the transformer.? Now much better! SWR about 1.3:1 ??

The voltage from the wiper pin (middle) of the tuning pot is read by an analog pin on the Nano
to determine tuning.? Measure the voltage from that pin to ground using a DVM, it should vary
smoothly

simple series pass regulator on PA supply line.
i would probably go with 4 zeners on a 4 pole rotary. ie: 5.6, 9.1, 12.0 and 15 volts so then the output is "adjustable," with fixed known intervals.
