Listening right now and 7.178 MHz is better, or even better 7.1775MHz. There is a strong station working on 7.180MHz and another one on 7.175MHz -- Ion VA3NOI

Measure that tuning voltage (to ground) going into the Raduino as you rotate that pot through its range. ?Voltage should smoothly change from 0 to 5 volts.
