Yes, I was somewhat relieved that I am getting the proper Tx signal. I feel that I may need to remove Q9, Q10, Q101 and check the continuity, rule out damaged pads/traces, and swap in new components.

The TX signal works (recieve at 0.15 volts, transmit at 3 volts).
The pins on Q9 are marked in this photo:
The gate (pin 1) of Q9 should be higher, and the tab (Pin 2 or drain) should be 0

So on Q10 Pin3 has 8v pin1 .15v pin2 0
Q9 has 8v on pin1 and 12v on pins 2&3.
This is in the receive state. The only change when in Tx is the voltage on Q10 pin3 increases from .15 to about 3v. Q101

You might want to look into the biasing circuit for every single stage. Because when you change the circuit voltage, the biasing calculations may be different.
