I received the replacement TDA2822 today, so I removed the bad chip, replacing it with a socket. Socketing a new 2822, I fired up the board and am pleased to report the board is now drawing

Did you mean that you removed Q14 again, rather than R14, elevated like a 3 legged bug Mike? A metal cased transistor certainly could short to adjacent pads if f mounted flush to the pcb.
