Its not a drop in.? The filter would likely be hard to find and costly or for a one off salvage from? an old junker commercial radio.? I think Kenwood radios used a 63mhz filter or maybe ICOM.? so

Is it only the cost of the higher frequency IF XTAL filter and the accompanying semiconductors of the driving chain that makes the route of first IF freq. elevation to 62MHz or higher not appealing?

Good, You want to look at 28mhz and what every power you get. IF the mic gain is low its not too bad (amplified mic or added preamp) if it high? it will be there. Not an issue on 80 through 20.

Sorry you are having this problem. If you shifted the Raduino1 connector, and the transmitter is really working, I don't see how that can cause your problem since all the signals must be working for
